Hi vern.
Check is it upgrade my librarian to chief librarian with RP or PL?
Or those it need to gain EXP?
Cause i pay for the upgrade with PL.

Hey,
The only way to have a Chief Librarian is to use the Chapter Command Requisition (p. 116 Space Marine Codex)
In order to use this Requisition, your Librarian has to first be of Heroic or Legendary Rank (31+ Experience).
Also within your order of battle, you can only have a maximum of one of each type. (ie. Chapter Master/Chief Librarian/Master of Sanctity)
